SECOR Certification Support in Alberta
Small Employer Certificate of Recognition
Specifically designed for companies with 10 or fewer employees, the Small Employer Certificate of Recognition (SECOR) demonstrates your commitment to health and safety. Canadian Railway Solutions Corp. guides small businesses through the unique challenges of building an effective safety system that meets provincial standards while remaining manageable for smaller teams.
What Is SECOR Certification?
SECOR, the Small Employer Certificate of Recognition, is Alberta's version of COR for employers with 10 or fewer employees. It certifies that a small business has a functioning health and safety management system meeting provincial standards, verified through a self-assessment reviewed by an authorized certifying partner rather than a full external audit.
SECOR carries the same weight as COR on prequalification lists, which is why prime contractors and industrial clients accept it from small employers. For a rail-serving business of ten or fewer people, it is usually the fastest credible route to certified status. Railway contractors, mobile equipment operators, welders, and inspection firms serving rail clients are typical SECOR candidates in our practice.
How Do You Get SECOR Certified?
To earn SECOR, a small employer registers with an authorized certifying partner, completes the partner's required training, builds a health and safety management system, and then completes a self-assessment of that system. The self-assessment must achieve a passing score of at least 80% to obtain and maintain certification, and certificates run on a three-year cycle with annual maintenance assessments.
Most small employers stumble on the middle step: building a health and safety management system that satisfies the assessment standard without drowning a ten-person team in paperwork. That is exactly the part we take off your plate. The certifying partner's required training is typically a short course covering health and safety management principles and the self-assessment process itself, manageable even for an owner-operator wearing every hat in the company.
WCB Premium Savings Through PIR
SECOR certification qualifies your business for WCB-Alberta's Partnerships in Injury Reduction (PIR) program, which rewards certified employers with discounts on their WCB premiums. Combined with fewer injuries and less downtime, certification typically pays for itself, and for many small employers the premium rebate alone justifies the effort.
PIR discounts are applied against your annual WCB-Alberta premium, and maintaining certification keeps them recurring year over year. Your certifying partner and WCB-Alberta determine the exact rebate for your account; we make sure the certification behind it never lapses.
What We Do for You
We handle the heavy lifting: coordinating with your certifying partner, building a right-sized health and safety manual, preparing you for the self-assessment so you clear the 80% threshold, and setting up the annual maintenance routine that keeps certification active through the three-year cycle. If you already attempted certification and fell short, we diagnose exactly which elements cost you points and fix those first. You stay focused on running the business; we make sure the safety system holds up.
Because SECOR rests on the same foundations as a full health and safety management system, everything we build scales with you: if you grow past 10 employees, your system transitions to the full COR stream instead of starting over. See our COR vs. SECOR guide for how the two programs compare.
Support for Small Employers in Alberta and Beyond
Canadian Railway Solutions Corp. is based in Calmar, Alberta (small-employer country) and supports SECOR clients throughout the province, along with rail-connected small businesses across Canada, with on-site help anywhere it is needed.
We understand the economics of a ten-person business: certification support has to be fast, affordable, and light on your time. Most of our SECOR clients spend only a handful of hours in total on the process: we do the writing, the organizing, and the preparation, and you review, adjust, and sign off.
